EXCLUSIVE: Local MP Shows Support for Community Swimming Pool

Local Parliamentarian, Edward Leigh, Member of Parliament for the Gainsborough Constituency, today visited the Wragby and District Swimming Pool located on Silver Street, behind the Town Hall, in Wragby and congratulated those participating in a fundraising sponsored swim.

The valued community facility is struggling to survive, but Mr. Leigh, a keen swimmer himself, wanted to praise the efforts of the local volunteers who run the pool and the individuals who were swimming to keep it open. Edward said:

“It is a real pleasure to support the Wragby and District Swimming Pool with their sponsored swim this afternoon. This pool is a vital community asset which needs to be supported and used if it is to have a viable future.
“'I have always been a great advocate swimming, the benefits of which are numerous. When I am in London I try to swim in the Serpentine in Hyde Park every morning, rain, shine or snow.
“This facility is made available to local residents because of the hard work of the committee, volunteers, and staff who give their time, efforts, and money to support the pool. I hope that it will continue for many years to come and that local people who may not have visited the pool will come and give it a try.”
Wragby & District Swimming Pool is a small, privately owned pool that is 15m long x 6m wide, with a depth ranging from 1m to 1.8m. There are male and female changing rooms, as well as a toilet and shower room for the disabled.

The pool offers a range of swimming sessions to suit all ages, from Mother & Toddler sessions, under 12s fun sessions, through to Adults and Over 60s sessions. A number of disabled groups use the pool.

Following the decision by West Lindsey District Council not to proceed with plans to build a swimming pool in the nearby town of Market Rasen the pool in Wragby remains the nearest facility. With the only other public swimming pool in the constituency being at West Lindsey Leisure Centre in Gainsborough, this facility is an important amenity.

New Bio-Fuel Buses Launched in Lincoln

The Lincolnshire Echo has reported on a trailblazing project that uses food waste from landfill to fuel buses has been officially launched.
A fleet of 11 Stagecoach buses, which are the first of their kind in the UK, was unveiled at Lincolnshire Showground yesterday. The programme managers say reduced emissions from the biomethane gas-powered vehicles will reduce damage to the environment.

The project was joint funded by Lincolnshire County Council, which provided £260,000 of investment, and the East Midlands Development Agency (EMDA), which injected a further £100,000.

The launch ceremony was conducted by Stagecoach Group chief executive Mr. Brian Souter who said:
"Waste is a big issue for every family and household up and down the country and councils now face major taxes for landfill.

"This is an innovative way of taking something that's a big problem for society and turning it into a fuel of the future."
A special refuelling facility has been installed at Stagecoach's Great Northern Terrace depot, near Lincoln. Investment from EMDA has helped fund this new fuel infrastructure.

Ms Diana Gilhespy, executive director of regeneration at EMDA, said:
"We are delighted that these bio-methane buses are being trialed. We feel it is vitally important to explore innovative ideas for reducing carbon emissions in the East Midlands transport industry."
The project will run for six to 12 months on a number of routes in Lincoln. Lincolnshire County Council and Stagecoach will then review its success and decide if it will be rolled out across more routes in the county.

Cllr. William Webb, Conservative (Holbeach Rural Division) and Executive Member for Highways and Transport, said:
"I am delighted to be associated with Stagecoach on the launch of this project.

"It will have much benefit to the county and the people of Lincolnshire and will benefit people in the whole country."

Nettleham Woodland Trust Herald Monk's Wood Opening

Following two years of planting, a man-made wood has been ceremoniously opened to the public. The Nettleham Woodland Trust began work to create Monks Wood in February 2009.

More than 20,000 trees have been planted in the woodland, which spreads across 15 acres in Ashing Lane Nature Reserve, Dunholme.

A choir of schoolchildren, from Welton St Mary's Primary School, braved the May showers to sing at the grand opening, which took place yesterday at 1.30pm. They performed choreographed renditions of celebratory songs Great Day and Summer is Icumen In.

The youngest child in the choir then joined Mrs. Joy Monk, widow of Mr. Dennis Monk, who the wood is named after, to ceremoniously cut the ribbon and officially open the wood. Mr. Monk was director of Lincoln's Waste Recycling Environmental for 13 years. In an emotional speech, Mrs. Monk said:
"This really is a wonderful occasion and I'd like to congratulate the NWT for their forward thinking.

"Much hard work has gone into this project and the young people here today are the future users of this wood.

"I hope they'll have lots of fun in the trees for years to come.

"My husband would have been very interested in this project and keen to be a part of it. If he knew it was named after him he would have been surprised, honoured and dumbfounded.

"This wood really is for everyone for ever."
Mike Kennedy, chairman of the local advisory panel for Waste Recycling Environmental, spoke before the ceremonial opening. He said:
"What a community project we have here. This is exactly what we want for our community, our children and our children's children.

"I call this project one of the best of the best."
Paul Leroy, chief executive of Lincolnshire Wildlife Trust, said:
"It really is a day to celebrate.

"The LWT has played a very small role, but worked with WREN and NWT in the development of Monks Wood.

"The wonderful thing about this project is how the community came together and put in a huge amount of effort to get to where we are today.

"This is one of the most significant community volunteered projects in the East Midlands and the LWT is proud to be neighbours with Monks Wood."

First Call - Practical and emotional support, maintaining dignity and independence at home

Think of the British Red Cross and you might first think of first aid workers at public events or rescue teams at any of the international crises that seem to regularly occur in the world. But there is a local service provided by the Red Cross in Lincolnshire that might not be so well known. In addition to all the other services that the Red Cross provides, it also offers a care in the home facility called First Call that provides support to people within their own homes.

This can include the provision of one or more of the following:
  • Occasional or regular telephone support calls where people can discuss problems and/or be signposted to other organisations or sources of help.
  • Being a friend that can provide companionship and emotional support.
  • Practical support with things like shopping, domestic tasks, arranging transport etc.

Though time limited (up to 12 weeks), this service is invaluable in assisting people to build their self confidence and increase their ability to cope. It provides individuals and their carers with access to support and services that the users feel are relevant to increase their independence and personal confidence. If at the end of the agreed time it is felt that the person needs more long time support, it will refer onto organisations that can provide more of the type of support needed

This service is available to everyone and referrals are accepted from individuals, family members, friends and neighbours, social services, hospitals GP’s and other health care professionals.

Conservative-led Council Rejects 22% Pay Increase for Councillors

Conservatives-led Lincolnshire County Council paved the way for an extra extra £250,000 to help community projects after councillors rejected plans to increase their allowances.

A cross-part consensus at Lincolnshire County Council agreed yesterday to forgo a twenty-two point two percent increase, which would have seen allowances for the seventy-seven members rise from £8,184 to £10,000, saving just shy of £140,000 a year.

A further four and a half percent inflationary increase could have swelled this figure by a further £450, but instead a freeze will be implemented until 2013.

Mileage rates will, however, increase in line with H.M. Revenue And Customs' guidance from 40p to 45p a mile.

Cash included in the council's budget for any potential allowances change will be redistributed to help community, voluntary and charitable initiatives. The Conservatives added they would have to be in the 'spirit of the Big Society'.

Yesterday's vote confirmed rumours that the ruling Conservatives were planning to kill off the controversial proposal to increase allowances. The recommendations for an increase were made by an independent panel last year. But there was still an overwhelming sense of unease in the council chamber as councillors faced the prospect of deciding their own pay.

Cllr. Mrs. Christine Talbot, Conservative (Bracebridge Heath Division) led the calls to remove the responsibility from members. She said it was a 'tricky topic' which emerged repeatedly year after year.
"I would like to suggest that because we have had an Independent Remuneration Panel. In future an independent body should be charged with setting the pay and allowances we receive as elected members to avoid any potential conflict of interest."

Former Scunthorpe MP & Labour Minister Convicted

Former Labour Minister and Member of Parliament for Scunthorpe, Mr. Elliot Morley (previous post here), has been jailed for sixteen months as part of the on-going fall-out of the Parliamentary Expenses Scandal.

Mr. Morley pocketed more than £30,000 from bogus expenses claims. The former Environment Minister cheated the House of Commons' second home allowances system by lying about the amount he was paying on his mortgage. He submitted nineteen claim forms stating he was liable for £800 a month mortgage interest repayments on his constituency home in Winterton, near Scunthorpe, when the total he repaid was just £666.

The former Labour parliamentarian for Scunthorpe made a further twenty-one claims on the same property between March 2006 and November 2007, when the whole of the mortgage had been completely been paid off.

Mr. Justice Saunders told him it was a case of 'blatant dishonesty'. Morley, who illegally claimed a total of £31,333, admitted two counts of false accounting. Mr. James Sturman, QC, defending, said his client had been wrongly characterised as greedy, and praised his record as environment minister, describing his fall as 'tragic'.

Parish Council Summary of Appointments

Nettleham Parish Council, at it's Annual Parish Council meeting, on Wednesday evening, made a string of both internal and external appointments. First off was the re-election of the Chairman and Vice Chairman, Cllr. Terry Williams and Cllr. Mrs. Janice Clayton respectively.

The council undertook a new system of electing councillors to the various committees and outside bodies.

In previous years there had usually not been sufficient interest from members of the council and so positions were filled without a contest. Last year however, after a somewhat difficult set of exchanges, the committees were eventually decided. It was therefore agreed that for the current year as ballot would be held to determine committee memberships.

Through the Eurovision Looking Glass: Would AV make a difference?

The international Eurovision Song Contest final took place this weekend in Dusseldorf, Germany and whilst for fans (125million were expected to tune in) it was a triumphant display of unity and talent bringing together divergent cultures through the medium of music. For others the contest will have passed by virtually unnoticed.

Azerbaijan's 'Running Scared', performed by Ell and Nicki, chalked up two hundred and twenty-one points to claim victory in the contest.

Let us look at the current system used. The forty-three participating countries each get to score the twenty five entries that have successfully made it through to the final. During the performance, viewers (known as "Televoters") in all participating countries can vote by making a telephone call for their favorite song or songs.  In order of preference the televoters choices are awarded twelve points to the most popular entry, ten points to the second most popular, then eight, seven, six, five, four, three, two and one points.

Professional juries in all participant countries vote as well. Just like the televoters, each jury in each country then gave twelve points to the most popular entry, ten points to the second most popular, then eight, seven, six, five, four, three, two and one points.

The televoting results and the jury results are then merged per country with each result counting for half the final preference listing and a spokesperson in country reads out the merged results, giving twelve points to the most popular entry, ten points to the second most popular, then eight, seven, six, five, four, three, two and one points.

EXCLUSIVE: West Lindsey Conservatives Elect Leadership

West Lindsey District Council Conservative Group met in a closed session last night for their Annual General Meeting at the Guildhall, Marshall's Yard, Gainsborough and elected their leadership team for the coming civic year.

Re-elected as Group Leader was Cllr. Burt Keimach, Conservative (Market Rasen Ward), who will doubtlessly become Leader of the Council at the meeting on Monday, 23rd May 2011. Cllr. Keimach said:
"I feel confident that we are a strong team able to achieve our aims."
In a tight contest for the group's deputy leadership incumbent Cllr. Mrs. Irmgard Parrott, Conservative (Cherry Willingham Ward) was eased out by Cllr. Ian Fleetwood, Conservative (Bardney Ward). Cllr. Keimach is still to appoint a Chief Whip. Other elections included Mr. Giles McNeill as Group Secretary and Mrs. Meg Davidson as the Group Treasurer.

The Group also discussed the Leader's appointment of the various Chairmen for the Council's main Committees which will be confirmed at the Annual Council Meeting. A further meeting will be held next week to determine representaions on outside bodies.

Lincoln City Council Expects Smaller Cabinet

Newly-re-elected Labour Leader Cllr. Ric Metcalfe, who retook his seat last Thursday, as Labour wrested City Hall from Conservative controll, has said he was cutting two top jobs from the cabinet.

Cllr. Metcalfe said the aim of reducing the number of people on the cabinet from eight members to six will help the authority make financial savings and improve decision-making.

Cllr. Metcalfe's position as Leader of the Council and the other executive positions are expected to be ratified at the council's annual general meeting on Tuesday, 24th May 2011. He said:

"We plan to reduce the size of the executive committee to improve the effectiveness of decision-making and make financial savings."
Cllr. Metcalfe, who has worked in local government, served as a member of the council since 1982 and was previously Leader of the Council before Labour lost its twenty-six-years of rule to the Conservatives in 2007 continued:

"We will merge the 'customer services' portfolio into 'corporate management', making sure it remains a high priority, and we'll sit 'environment' alongside 'public protection' as we feel the two go hand in hand.

"These are challenging times, but we are determined not to allow this to prevent us from trying to do the very best for the people of Lincoln. We have a very experienced and energetic team providing the leadership the city needs."
The balance of power shifted after Labour secured seventeen seats, compared to the Conservatives fifteen. Cllr. Mrs. Helen Heath remains the sole Liberal Democrat on the Council.

Speaking at the election count in Lincoln to the Lincolnshire Echo, Cllr. Darren Grice, the Conservative Leader, said he was disappointed to lose control of the council.

"First and foremost, I am honoured that the people of Bracebridge have re-elected me for another four years. I am disappointed that we have lost control of the council by one seat.

"It will be interesting to watch, over the next year, Labour trying to build a council with a one-seat majority, as we had to do in our first year.

"The one question I will be asking Ric Metcalfe at every meeting is show us the money. Ric agrees that there has to be cuts. He does not know where yet."
Mr Metcalfe told the Lincolnshire Echo, following his win, that Labour's plans for the authority are to focus on affordable housing and the city's transport links as top priorities.

The new administration also said its main priority was to increase scrutiny at the council, by establishing a new high-profile Community Leadership Scrutiny Committee.

Chaired by Cllr. Ms Karen Lee, Labour (Carholme Ward) the committee will scrutinise plans, actions or decisions made by the council's partner organisations responsible for services in the city.

Cllr. Metcalfe said: "
There are many things that the council does not have responsibility for, but which can have a very significant effect on the lives of the people we represent. We want to be in a position to scrutinise these decisions and speak up for the people of Lincoln."

Energy from Waste facility Puts Down Rroots

A special tree-planting ceremony is taking place this week to officially celebrate the start of the construction phase of the county’s new Energy from Waste (EfW) facility.

Lincolnshire County Council Chairman, Cllr. Peter Bedford, Conservative (Boston Costal Division), will lead the ceremony on Thursday, 12th May 2011. The planting of the tree represents the first of more than eighty new trees that will be planted as part of the landscaping scheme for the site.

Confirmed dignitaries attending include Leader of Lincolnshire County Council, Cllr Martin Hill, Conservative (Folkingham Rural South Division); Chairman of the Lincolnshire Waste Partnership, Cllr Lewis Strange, Conservative (Ancholme Cliff Division and & Keley Ward); Chair and Vice Chair of the local EfW Community Liaison Group, Cllr. Matthew Fields and Mr. Ron Blow; Mayor of North Hykeham, Cllr. Mrs. Suzanne Sampson and Director of FCC Projects at Waste Recycling Group, Mr. John Plant.

Executive Member for Waste Services and Chairman of the Lincolnshire Waste Partnership, Cllr.Lewis Strange, said:
"This is a truly momentous occasion, symbolising the county’s move away from costly landfill sites as a way of getting rid of the waste that residents produce.

"We already have one of the top recycling levels in the county, well exceeding government targets, and I’d urge people to carry on recycling all they can. The EfW facility works hand in hand with our marvellous recycling efforts, as the electricity it produces means we recover something useful from the waste that can’t be recycled. We’re confident that Waste Recycling Group will construct a spectacular facility that residents will be proud of."
Mr. Paul Taylor, Chief Executive at Waste Recycling Group, commented:
"We are very proud to be playing our part in helping the people of Lincolnshire deal sustainably and effectively with the waste left over after recycling. Lincolnshire County Council have certainly put themselves at the forefront of good resource management in the UK and we are fully committed to delivering this ground-breaking facility for them."
Scunthorpe based Clugston Construction, who along with technology partner CNIM, have been chosen by WRG to build the new facility and are currently involved in site preparation works prior to the main construction commencing in early June. Clugston’s Managing Director, Steve Radcliffe, said: “We are delighted to be involved in this project which will enable us to draw on our local resources and knowledge”.

The contract between Lincolnshire County Council and Waste Recycling Group who are designing, building and operating the facility was signed on Friday, 4th March 2011. The construction phase started at the end of April.

The 150,000 tonne EfW facility will supply eleven megawatts of electricity to the National Grid. It also has the potential to supply heat to the local community - as existing EfW facilities do in Sheffield and Nottingham - and work is ongoing to explore similar opportunities here. The facility is expected to be up and running by the end of 2013.

Council Gets Tough On Extra Green Bin Charge Evaders

Residents throughout West Lindsey who are using more than one green garden waste bin could soon be facing an additional bill.

When the council's popular Triple Bin refuse collection system was introduced almost two years ago everyone in the district became entitled to have one green bin emptied for free. Additional bins could be provided but there would be a charge. But now the Council has been alerted to the fact that some properties are leaving out more than one green bin for collection even though no payment has been made for additional bins.

Waste Services Manager, Mr. Glyn Pilkington, said:
"Letters are going out to residents explaining that additional bins have to be paid for at the current charge of £27.90 a year or the bin will have to be returned to us.

"We appreciate that some householders may have been getting the service unknowingly. For example there may have been two green bins at the property when new occupiers moved in or an extra bin may even have been delivered to the property when we rolled out the Triple Bin collection scheme.

"The reason for the extra bin being there is really not the point. What we are trying to do is make sure that we are fair to everyone who is paying for an extra bin and to do this we are asking for a payment from everyone who has more than one bin or the bin will have to be returned to us."

The letter to residents tells householders that if they want to continue using the extra bin they should ring the Council's Customer Service Team on (01427) 676676 to arrange for a payment to be made.

If the Council does not get any response to its letters it will assume that people want to keep the extra bin and an invoice will be sent out. Mr Pilkington added:
"People who want to return the additional green should also ring the Customer Service Team and we will arrange free collection."

West Lindsey Votes 'No' to Alternative Voting

Voters from around the West Lindsey district said ‘no’ in the referendum on the voting system used for elections to the United Kingdom Parliament.

Voters were asked on Thursday, 5th May to answer the following question:
"At present, the UK uses the ‘first past the post’ system to elect MPs to the House of Commons. Should the 'alternative vote' system be used instead?"
Nationally, around sixty-eight per cent of voters were against changing to AV.
The results for West Lindsey are as follows:
  • Yes:  8,233 (26%)
  • No: 22,882 (73%)
Spoilt Papers: 150
Ballot turnout: 31,255 (48.7%)

Conservatives Maintain Control of West Lindsey District Council

The Conservatives have maintained their overall control of West Lindsey District Council, and have topped the poll of all twenty five wards.

In the first 'whole' council elections to take place in the district since 1999 the Conservatives emerged as the clear winners of the contest increasing their share of the vote by more than seven percentage points.

Almost 250 presiding officers and poll clerks worked throughout the day, as people cast their votes from 7:00am to 10:00pm.

Support staff also toured the district, which ranges from the Lincoln fringe villages of Saxilby, Nettleham and Fiskerton in the south to Gainsborough and Caistor further north.

Approximately 100 cross-party activists crowded around the rows of tables at the West Lindsey Leisure Centre’s sports hall, in Gainsborough to observe the count of the ballots.

The first box arrived just fifteen minutes after the polls closed, triggering a steady stream of ballot boxes.

The Counting process began at 11:00pm and following more than three hours of verifying the papers, the first result was announced at about 2.45am, with Conservative Ian Fleetwood holding his seat in the Bardney ward.

The former Conservative Group Leader said:
"I am feeling elated. The brilliant news for the taxpayer is we are now on a four-year election cycle and it will cut down on election expenses.
"I will still continue to serve them in the best way possible."

The Liberal Democrats had a bad night losing three councillors, including: Scampton, Gainsborough North and Gainsborough East. In Scampton ward Roger Patterson won by just ten votes - a considerable achivement having lost by one vote last year. In Gainsborough North and Gainsborough East Labour had elected it's first two councillors since Irene Tyson was elected in Gainsborough North in the local elections of Thursday, 2nd May 2002.

Council Leader Burt Keimach was quietly confident his party's track record and policies to make at least £1.5 million available to community projects would lead them back into power.

Despite losing £2.5 million of Government funding over the next two years, he said there would be no redundancies in 2011-12 and the authority was aiming to be entrepreneurial by inviting businesses to bid for £3 million.

This would be in the form of a "Dragon's Den-style" initiative, in which the Gainsborough-based authority receives a stake in a company in return for providing money.

The biggest, and saddest, shock came for the Conservative group when one of the council's most widely respected members lost her seat. Mrs. Meg Davidson was ousted by Cllr. Chris Darcel (Independent), who had led a bitter, personal campaign against the mild-mannered, hard working, councillor in the Fiskerton ward contest; losing by just 19 votes.

The Liberal Democrats vote was down considerably (8.62% points) as was the Labour vote, due to the limited number of candidates fielded. Independents came third in the poll with 7.58% of the vote.

The result of the election means that the Conservatives are in a commnding position to lead the authority for the next four years whilst the Liberal Democrats, Labour and various Independents will struggle to have a significant impact.

The final result is Conservatives 21, Liberal Democrats 11, Labour 2 and Independents 3.

David Cameron: Vote 'No' to AV today

Today is a big day for our country. It's AV referendum day and you need to make your voice heard. Unless enough people go out and vote, Britain could sleepwalk into a system that damages our democracy permanently. So I urge you to get down the polling station and vote 'No' to AV.

Remember, there are five big reasons why:

One - AV is complex. First Past the Post is so simple you can sum it up in seven words: the person with the most votes wins. AV is so confusing that when I was recently interviewed on the BBC, it became clear that one of their most experienced broadcasters didn't understand how it worked.

Two - AV is unfair. With First Past the Post, everyone gets one vote, and that vote is counted once. That's fair. But under AV, supporters of extremist or fringe parties can get their votes counted again and again and again. That's unfair. It's simply not right that the fifth vote of a Monster Raving Looney supporter counts as much as your first vote.

Karl McCartney MP: Vote No to AV

This Thursday on May the 5th, the first referendum in the United Kingdom for over 35 years will be held – on Parliamentary voting reform. This referendum was the primary concession by my Party, the Conservatives, to the Liberal Democrats in return for their support for a Coalition Government last May, and will ask “Do you want the United Kingdom to adopt the ‘alternative vote’ system instead of the current ‘first past the post’ system for electing Members of Parliament to the House of Commons?”

As the Member of Parliament for Lincoln I would like to let you know my thoughts on this proposal. I believe, as many Members in both the Conservative and Labour Party do, that the Alternative Vote (AV) system would be wrong for Britain. It is obscure, unfair and expensive. It’s introduction would mean that people who came third in elections could end up winning. It would make our politics less accountable, and it would be a backward step for our Country.
