'Shock and Anger' As Labour Council Candidate is Convicted of £100,000 Fraud

Labour Parliamentary Candidate for the Gainsborough Constituency, David Prescott (son of former Deputy Prime Minister John (now Lord) Prescott), has taken to twitter to distance himself, and party leader Ed Miliband, from a convicted fraudsters' standing as a Labour Council Candidate.

Mr. Prescott tweeted:

"I'm shocked & angry one of our council candidates has pleaded guilty to fraud. She has been suspended by the party."

The Grimsby Telegraph reported yesterday that Labour District Council Candidate Ms Charmaine Bowers, of Laceby Road, Grimsby and her mother Mrs. Tina Bowers, both pleaded guilty at Plymouth Crown Court to six counts of fraud by false representation and has been jailed for a festival ticket fraud involving more than £100,000.

Prosecutor Andrew Maitland said the pair, who came from Tavistock but now lived in Grimsby, North East Lincolnshire, were involved in the "sophisticated" fraud between December 2012 and July 2013.

He said Charmaine had falsely claimed on a Facebook page she modelled for Nuts magazine and had access to promotional tickets. He said she had also claimed to earn £8,000 per month modelling for Dior and MAC cosmetics. He said:

"This was a carefully constructed fraud" and the former Face of Plymouth contestant "presented herself in this glamorous life".

Mr Maitland said records seized by detectives found there were "at least 311" people who paid up-front for a unique entrance wristband and confirmation slip.

Nick Boles MP's Office Attacked

There has been a "minor explosion" at the constituency office of Nick Boles MP, Conservative (Grantham & Stamford).

A bang and the sound of breaking glass were heard at the junction of North Street and Burghley Street in Bourne, Lincolnshire, around half past one in the morning.

Police said there was only minor damage to the building and no-one was injured. A man has been arrested.

Mr. Boles, said:

"Obviously I deplore this act of violence. The incident is being investigated by the police and I know that everyone will do whatever they can to support the investigation. In the meantime, we should all carry on doing our jobs as normal."

The BBC Reported that Ms Caroline Glithero, who lives nearby, said she heard two explosions about 45 minutes apart.

"I heard two very loud bangs and on the second one I went to see what it was and found a lot of debris and a window broken."

Lincolnshire Police said a 24-year-old man had been arrested and was helping police with their inquiries.

A spokesperson said early indications suggested the incident was not linked to any wider issues or recent events in the county.

Lincolnshire's Members of Parliament have been targeted in recent years, including Gainsborough's Edward Leigh MP who was targeted with hoax anthrax packages last year.

Nick Herbert MP, Minister for Policing has met with the Conservative Police and Crime Commissioner candidate Cllr. Richard Davies on a recent visit to Lincolnshire. Richard Davies and the Minister talked over how to achieve real savings in Lincolnshire’s policing budget while at the same time protecting frontline policing.

Edward Leigh MP Calls for Rethink on Nettleham Custody Suite

Local MP Edward Leigh today urged caution over Lincolnshire Police’s proposed new custody suite on Deepdale Lane.

"I think that it’s vital that Lincolnshire Police consider carefully the implications of putting a custody suite in a residential and rural area, as well as taking residents’ views into account."

People living locally have been concerned by the plans to relocate capability from the Force’s West Parade Station to a new privately run facility adjacent to Lincolnshire Police Headquarters in Nettleham.

Mr. Leigh has said that he supports the Police when it comes to innovative solutions to smaller budgets, 'I think that most taxpayers can agree that savings in the police budget which allow more focus on front-line policing in straightened times are a good thing'. However he added that 'schemes which cause large numbers of criminals to be released onto the streets of Nettleham are simply unacceptable. People write to me to tell me how worried they are for the safety of their homes, their children, and themselves if this plan goes ahead. It is crucial that the Police fully address these concerns before this project progresses any further.'

A number of local residents have made their opposition to the scheme clear, on the basis that released criminals will have nowhere to go. There are fears that they will commit robbery and burglary within Nettleham in order to fund alcohol or drug habits, or in order to get back into Lincoln.

Nettleham Parish Council Await Information and Facts on Police Custody Suite

Nettleham Parish Council was first notified of the proposal ,by the Lincolnshire Police Authority, to construct a custody suite at the Deepdale Lane site, at the beginning of March 2012. At a Council meeting held on the 20 March, The council discussed how they should respond. Their immediate reaction was that they needed to have a great deal more background information and facts from the Police Authority concerning their proposals before they could possibly comment on the matter; moreover, the local community would need to be consulted beforehand. To this end, the Parish Council has arranged for the Police Authority and G4S to hold an Exhibition in the Village at which they will roll out their plans; this will take place on the Friday, 11th & Saturday, 12th May 2012 at the Old School, Nettleham.

In addition, a Special Meeting of Nettleham Parish Council has been arranged for the evening of Thursday, 24th May 2012 in the Village Hall. At that meeting, the Police and G4S will make a formal presentation and the Council will listen to residents’ views before debating the issue. As a Statutory Consultee the Parish Council will have the opportunity to comment on the Planning Application when it is submitted by the Police Authority to West Lindsey District Council. West Lindsey has the final say on whether or not the development goes ahead.

Cllr. Terry Williams, Chairman of the Parish Council stated:

"Until the Parish Council have been provided with all the relevant facts and the Village has been consulted, it would not be appropriate for the Parish Council to comment any further on this matter at this stage."

Liberal Democrat's Attendance at Meetings Slumps to New Low

Cllr. Malcolm Leaning, Liberal Democrat (Nettleham Ward), a Nettleham Parish Councillor, is revealed to be the poorest attending member of Nettleham Parish Council.

Cllr. Leaning, has been ranked as the poorest attending member of Nettleham Parish Council in figures attached to the  Chairman's Annual Report. Cllr. Leaning - who is both a district and parish councillor - is known to enjoy extensive holidays away from representing his constituents. This has lead to a slump in the number of meetings he has managed to attend.

In the third year running, figures showing the attendance of Nettleham's Parish Councillors have been attached to the Chairman's Annual Report. On average Cllr. Leaning's colleagues attended between 82%-97% of their meetings.  It would be remiss not to mention that Cllr. Leaning, having both district and parish roles, will potentially have diary conflicts; but such a low figure of attendance brings in to question the viability of fulling the expectations of  local residents to do both functions properly. The wards second district councillor and county councillor, Cllr. Ray Sellars, Liberal Democrat (Nettleham Ward and Nettleham & Saxilby Division), has sensibly not re-joined Nettleham Parish Council after stepping down in 2010 - but even he managed an attendance figure of 69% that year. The county council also meets during the daytime, whilst the district council in the evening.

Cllr. Leaning's figure is even more surprising when considering that his presence was only required at the 13 Full Council Meetings (of which he managed to attend 7). Other councillors take on significant additional roles and contribute hundreds of hours a year to help the village. The parish council's Deputy Chairman, Cllr. Mrs. Janice Clayton, was expected to attend 30 meetings during 2011-12, achieving a 97% attendance rate. Meanwhile, Cllr. Alf Frith, who was expected to attend 20 meetings during 2011-12, achieved a 90% attendance rate.

Cllr. Leaning hasn't attended a single meeting since the start of the year and was notably absent from the meeting held on Tuesday, 20th March 2012 - when many villagers turned out to express there concerns over controversial plans to develop a 'custody suite' at Nettleham Police Headquarters. Local residents can only hope that Cllr. Leaning will make an effort to improve his attendance.

Nettleham Parish Council Wants Answers On Police Custody Suite

Mulsanne Park Pavilion was packed with nearly one hundred local residents from Nettleham this evening; for what was widely expected to be a routine meeting. However, events took a dramtic turn over the weekend when Mrs. Sue Turnbull, of Washdyke Lane, instigated a campaign to raise awareness, that the plans for a new operational facility, at the Police Headquarters on Deepdale Lane, were due to be discussed.

For the multitude who attended their were audible gasps when they were informed that they would need to sit through over an hour of discussion between the Parish Council and Mrs. Manjeet Gill and Mr. Mark Sturgess, Chief Executive and Director of Planning at West Lindsey District Councl respectively. Undeterred, shortly before a quarter to eight, the Chairman, Cllr. Terry Williams, moved the item up the agenda to take as the next item; and discussion began.

A number of speakers from the floor put questions to Inspector Stubbs, who was representing Lincolnshire Police. He wanted to stress that talk of a massive custody suite was misguided; that in fact what was being considered was a replacement facility to the West Parade Police Station in Lincoln.

Parish Councillors sought answers from Insp. Stubbs. After nearly an hour of discussion, questions and answers Cllr. Giles McNeill proposed that a suitable letter be drafted to the Deputy Chief Constable asking for a dialogue to commence with the Parish Council. Further that they arrange an Exhibition to explain the plans to local residents and make themselves available to attend a Public Meeting, convened by the Parish Council. This was seconded by Cllr. Mike Spencer and unanimously agreed. Cllr. McNeill said, following the meeting:

"Residents of Nettleham are demanding answers, and the Parish Council has said it will facilitate this. This is such an important issue that we must get the fact about what is proposed. It was really good to see so many residents of the village turn out and demonstrate their strong feeling. Now we absolutely must act, and act quickly, to ensure that people get the information want and deserve."

Police Investigating 15 Burglaries Next To Headquarters

Embarrassed police are investigating 15 burglaries in four weeks at houses surrounding their headquarters the Mirror today reports.

So far no arrests have been made following the raids in the village of Nettleham, near Lincoln. The homes involved are some of the most expensive in the area, and patrols have now been stepped up.

Parish Council Chairman, Cllr. Terry Williams, said:

"I can't remember anything like it. Local people are concerned and unsettled."

Tell Police If You're Leaving The Village

The Lincolnshire Echo are reporting that local police are urging homeowners in Nettleham who have been targeted by burglars to let them know when they go on holiday.

Detectives are continuing to investigate a spate of break-ins in the village of Nettleham outside Lincoln after twelve break-ins and attempted break-ins in a matter of days. Police have been posting advice to residents in an effort to boost vigilance - 600 leaflets have been delivered by PCSO Jackie Parker.

It has been revealed the burglars were targeting empty homes in the village, officers have taken the unusual step of urging anyone going away to let them know. The move comes as local fears grow about the burglaries – and against a background of break-ins in nearby Welton.

Ms Debra Tinsley, a spokesman for Lincolnshire Police, said officers were doing everything they could to catch the culprits. She said:

"The investigation is still ongoing, and we are doing everything we can to get to the bottom of things.

"We are urging residents to follow basic crime prevention advice to minimise the risks they face."

Police say people going away should let them know so that patrols can be stepped up in the right areas but they are also advising locals to take their own measures – such as cancelling milk and papers, informing neighbours when away, using timers for lighting at night and setting burglar alarms.
Police this week attended the meeting of Nettleham Parish Council to update the council on the investigation.

Cllr. John Hill is reported to have said:

"Nettleham has a very low crime rate. We have never had something like this before and I hope it is a one-off. But the police have issued very good advice. Keep a watchful eye out, particularly if a neighbour is away on holiday."

The spate of break-ins began on Saturday, 29th Ma y2010 has seen homes across the village targeted. So far, there have been no arrests. The case has some parallels with a spate of break-ins in nearby Welton in May. Now locals are hoping the intensifying police investigation will soon lead to a breakthrough.

Cllr. Alf Frith, Liberal Democrat (Nettleham Ward), is reported to have said people were concerned about what was happening in their village.

"It's alarming, I have been away for a few days and when I went away I was rather concerned about what might happen. It's upsetting, especially because a lot of people were away when their homes were broken into."

Television Taken In Daytime Raid

Police are still hunting for clues after two break-ins in Nettleham and Lincoln. A television and a laptop were swiped in a burglary on Long Leys Road in Lincoln in the middle of the afternoon.

Police say the break-in took place on Wednesday, but they are still urging witnesses to come forward.
The shed at the home was also broken into, but nothing was taken.

A fresh appeal for help has also been issued to catch the culprits of a break-in on Larch Avenue in Nettleham.

A large amount of gold and silver jewellery was stolen from a house there last week.

Anyone with information should call 0300 1110300.

Police Seize £100,000 Haul In Undercover Operation

More than £100,000 worth of drugs and stolen property have so far been recovered in a special undercover police operation centred on Gainsborough.

Cocaine with a street value of £50,000 and the proceeds of burglaries including lap-top computers have been discovered in the first six weeks of increased action funded by the West Lincolnshire Crime Reduction Partnership.

Chairman, Cllr. Geoff Wiseman, Conservative (Middle Rasen Ward) said:

"Police intelligence alerted us to an increase in crime - particularly committed by people driving into West Lindsey from neighbouring areas - and the Crime Reduction Partnership was delighted to be able to pay for the hire of vehicles and for camera technology which identifies vehicles owned or being driven by known criminals."

The result is that in the first six weeks of the operation sixty-seven arrests have been made which relate to forty offences.

Insp. Phil Baker said: "

Our team of six officers have been working in Gainsborough, Market Rasen and the surrounding villages and the operation has been a huge success.

"The money provided by the Crime Reduction Partnership allowed us to hire vehicles which cannot be identified as police vehicles and this is vital. Equally important is the camera technology which alerts us to vehicles that have been involved in crime before and we have been able to stop and detain the drivers; sometimes as soon as they enter Lincolnshire."

Cllr. Wiseman said the Crime Reduction Partnership had been delighted to help fund the operation which is continuing to pay big dividends.

"The police are sending out a clear message to thieves that if they try to operate in West Lindsey they will be hunted down, caught and put away. We are entirely behind that and I am particularly pleased that the camera technology we have helped to fund sends criminals packing even before they have a chance to cause misery in our district."

The Lincolnshire Echo are reporting that repeat victims of anti-social behaviour are getting a better service from Lincolnshire Police, according to a senior officer.


Deputy Chief Constable Neil Rhodes says this was thanks to a combination of a new computer system, improved staff training and officers' local knowledge.

The computer system, introduced at the force's headquarters in Nettleham just over a month ago, flags up repeat victims of anti-social behaviour when they call in.

This means that swifter action can be taken in referring cases to the anti-social behaviour teams and local police officers and bobbies on the beat.

There were 30,793 incidents of anti-social behaviour recorded in Lincolnshire between April and December 2007, compared to 31,264 in the same period in 2009.

These included cases of hoax calls, nuisance neighbours, prostitution, fireworks, drunken behaviour, shouting and swearing and abandoned vehicles.

Lincolnshire Police won praise for the way it can identity victims of nuisance behaviour by Her Majesty's Inspectorate of Constabulary – more than half of the forty-three forces in England and Wales cannot automatically identify repeat victims, leaving officers in ignorance of some of the most vulnerable people who need help.

The death of Mrs. Fiona Pilkington has shone the spotlight on shortcomings in how police and other authorities respond to cases where vulnerable people are constantly tormented by yobs.

She committed suicide and killed her severely disabled 18-year-old daughter Francecca after gangs kept them prisoners in their home in Barwell, near Hinckley in Leicestershire.

Mr. Rhodes said tackling anti-social behaviour was one of Lincolnshire Police's key priorities.

"It is crucial we take anti-social behaviour seriously and identify it really quickly when people contact us and strike while the iron is hot, working hard solve problems," he said.

Biker killed in A46 Lincoln Bypass Tragedy

The Lincolnshire Echo is reporting that a motorcyclist was pronounced dead on the scene of an accident which caused the A46 Lincoln bypass to close for four hours.

The rider, believed to be a middle-aged man from the Nottingham area, was riding a red Triumph motorbike which was in collision with a van and a car.

The other vehicles involved were a blue Daf van driven by a North Hykeham man and black Toyota saloon owned by a Lincoln resident.

Neither of the drivers were injured.

Congestion rippled across the city following the collision which occurred at 11.25am on Friday causing both carriageways of the A46 between the Riseholme and Nettleham roundabouts to close.

Spokesman for Lincolnshire Police, James Newall, said:

"This incident took place when there would have been a fair amount of traffic on the roads. It is vital that we get information from as many witnesses as possible while it is still relatively fresh in their minds.

"The road was closed for a significant amount of time to enable our collision experts to carry out their analysis of the scene and for recovery teams to clear the stretch."

The Lincolnshire Road Safety Partnership confirmed this was the seventh fatality on the county's roads so far in 2010 and the fifth accident causing injury on this stretch of the A46 in five years.

Specials Out In Force

Lincolnshire's Special Constabulary will be out in force this weekend as part of the National Specials Weekend. The aim of the nationwide event is to raise awareness of the vital work carried out by volunteer police officers.

This year, the theme of the weekend is roads policing initiatives. Special Constabulary officers will be carrying out enforcement and educational activity, aimed at enhancing the police's operational delivery.
Lincolnshire Police currently has one hundred and fifty Special Constabulary officers spread across the three divisional areas. It is understood that the force is keen to increase this number to 250 by the end of this year by recruiting more people to join up.

Specials Constables are part of local Neighbourhood Policing Teams and voluntarily work alongside officers of the regular force with other experienced Specials. Training on appointment involves seven weekends at the Force Headquarters in Nettleham, followed by an ongoing training programme delivered on a local basis.

Nettleham Parish Council Actively Try To Improve Traffic Situation

Nettleham Parish Council have been actively trying to improve the traffic situation within the parish. Written representations have been made to the Lincolnshire County Council, Highways Department for the speed restriction on Deepdale Lane to be extended to the verge of the Enterprise Park. Unfortunately these have not met with a positive response and further representations are being made by the Parish Council.

Concerns about speeding have led to the Parish Council agreeing to contribute (along with other parishes) to a mobile speed indicating device of the type seen on the edge of many rural villages. The board will be deployed in the village from time to time by the police, and it is hoped that this immediate reminder to motorists of their speed will mitigate to some extent the speeding problems which are all too regular.

The Parish Council are aware that the inclement winter weather has affected road surfaces around the village. Lincolnshire County Council, Highways have told the council they will repair as quickly as possible problem pot holes. Finally, the Council was disappointed that Lincolnshire County Council, Highways Department painted the standard wide yellow lines within our conservation area, when they should have been narrower and paler lines in ‘heritage lemon’. The County Council have stated that nothing can now be done to reduce the impact of the lines.

Lincolnshire Police Authority Budget Simulator

Crime Figures for Nettleham (Dec/Jan 2009-10)

The following details emerged in a Police Report that was submitted and considered at last night's Nettleham Parish Council Meeting, it give details of occurrences in Nettleham between Monday, 14th December 2009 to Wednesday, 13th January 2010.

Between the dates the Police had three crimes and twenty-six incidents reported to them. The most significant and relvant to the Parish Council was:

Monday, 28th December 2009 – A vehicle was stopped on A46 at Nettleham for a minor traffic offence, whilst being dealt with by the Officer, cannabis was discovered in the vehicle. The driver was dealt with for the offences. The driver is not local to Nettleham.

The incidents highlighted to the parish council were as follows:

Tuesday, 15th December and Saturday, 19th December 2009 – Three incidents were reported related to concern for welfare of elderly persons. They were all checked and all was in order. It does serve as a reminder to encourage people to check on elderly neighbours in the village that may just appreciate a visit during the cold, long nights.


Tuesday, 15th December 2009 – A large safe was found on Sudbrooke Lane, it is believed that it had been stolen from a care home in or around the Lincoln area the same night. A Scenes of Crime Officer collected the safe and enquiries are on going to link it back to a premise.

Monday, 4th January 2010 – In the early evening a suspicious incident was reported on Church View. A male was seen in the callers rear garden trying shed doors, when the male realised he was being watched, he pulled his cap down and left.

Six of the incidents during this time period were road traffic collisions, predominately due to the road conditions. Again another reminder on how important it is at this time of year to allow extra time for journeys, to remember good vehicle maintenance, to fully defrost your vehicle before driving off in the morning.


There was only only incident at Mulsanne Park during this period, this involved a vehicle performing hand brake turns in the car park late at night. Unfortunately when police arrived the vehicle had already left the village.

All other incidents are of a personal or police nature and not of public concern

Chief Executive of Local Council Sees the Positives of 2009

The Market Rasen Mail is reporting that West Lindsey District Council’s Chief Executive has said that the investigation into the council's planning department and the Audit Commission report into the governance of the council, has deflected attention from the many positives achieved in 2009.

Mr. Duncan Sharkey, who leaves the authority for a new post in March, is quoted as saying that it would be

"some time before we are able to repair the damage"

done to the council from the investigations but they were

"working hard"

to do so, and cited positives achieved by the Conservative-led administration.

• The introduction of the Triple Bin refuse collection scheme which had taken the recycling rate to more than 50 per cent.
• The first council in the country to reach the achieving level of the Equality Framework for Local Government.
• A new leisure contract giving better value from the leisure centre.
• A restructuring of the council which means the council tax increase last April was 1.8 per cent and this year will be less than 1 per cent.
• Significant improvements in the housing department.
• Saved the Trinity Arts Centre in Gainsborough.
• One of the first councils to draw down money from the Future Jobs Fund to help young people into work.
• Working with the police, rewarded youngsters for work like litter picking and removing graffiti.

Crime Figures for Nettleham (Nov/Dec 2009)

The following details emerged in a Police Report that was submitted and considered at last night's Nettleham Parish Council Meeting, it give details of occurrences in Nettleham between Wednesday, 11th November 2009 to Friday, 11th December 2009.

Between the dates the Police had twenty-five incidents reported to them. The incidents highlighted to the parish council were as follows:

Wednesday, 9th December 2009 – A member of public reported seeing a vehicle being driven around Mulsanne Car Park, the registration number was obtained. Enquiries are currently ongoing and the intention will be to issue the driver with a section 59 notice.

Tuesday, 1st December 2009 – A report that during early hours a suspicious van had been seen on Medway Close. No details of van taken. Incident had occurred at approx 4:10am but not reported until later in the day, so no opportunity for officers to search for the van.

Saturday, 21st November 2009 – A report was received of a male purchasing alcohol at the Premier Shop, Lodge Lane and handing it over to teenagers. However on investigation by officers this was not the case.

Between Friday, 20th November 2009 and Monday, 23rd November 2009 – A report of five vehicles crimes, theft from and/or damage to over night.

Between the above dates there have been thirteen crimes recorded by the Police for the Nettleham area, the crimes of note highlighted for the Parish Council were as follows:

Overnight following Thursday, 19th November 2009 – A work van broken into on private driveway in Brookfield Avenue, possibility that the van had been left insecure. Property stolen from within vehicle.

Overnight following Sunday, 22nd November 2009 – An attempt was made to break into a vehicle on a private driveway on Herrington Avenue, damage only caused.

Overnight following Sunday, 22nd November 2009 – Vehicle broken into whilst parked on private driveway Ridgeway. Property stolen from within vehicle.

Overnight following Sunday, 22nd November 2009 – Vehicle broken into whilst parked on private driveway on Kerrison View. Property stolen from within vehicle.

Between Monday, 23rd November 2009 and Wednesday, 25th November 2009 – Interference with motorvehicle whilst parked on private driveway in Squires Place. An attempt made to enter vehicle but damage only caused.

On all the above crimes there have been no witnesses or suspects and nothing of value; for scenes of crime so at this time all remain undetected.

Between Monday, 16th November 2009 and Friday, 21st November 2009 a garage has been entered and a pedal cycle stolen from within. This occurred on Ashtree Avenue.

On Saturday, 5th December 2009 there were two assaults reported from Mulsanne Park, however these were between two persons playing a football match. Both are being investigated by the respective officers.

Overnight following Wednesday 9th December 2009 a shed broken into at property on Lincoln Road and bikes and a petrol mower were stolen. This is still currently being looked into by the investigating officer.

Beat Manager Changes Again!

An e-mail from the Parish Office reveals that Con. Dave Morgan (PC 440) will be away for three months and replaced by Con. Donnah Thompson (PC 277), she says:

"To let you know in advance the current Beat Manager Pc 440 Dave Morgan, will be away from the area for approx 3 months, starting Monday 14th December 2009.

"I will be taking over his position whilst he is away on a temporary basis and working along side PCSO Jackie Parker.

"Please feel free to contact me over any local issues, and if you could include me until further notice in emails on any Police related matters it would be much appreciated.

"I look forward to meeting you all at some point in the near future."
