'Shock and Anger' As Labour Council Candidate is Convicted of £100,000 Fraud

Labour Parliamentary Candidate for the Gainsborough Constituency, David Prescott (son of former Deputy Prime Minister John (now Lord) Prescott), has taken to twitter to distance himself, and party leader Ed Miliband, from a convicted fraudsters' standing as a Labour Council Candidate.

Gainsborough North Ward

Mr. Prescott tweeted:
"I'm shocked & angry one of our council candidates has pleaded guilty to fraud. She has been suspended by the party."
The Grimsby Telegraph reported yesterday that Labour District Council Candidate Ms Charmaine Bowers, of Laceby Road, Grimsby and her mother Mrs. Tina Bowers, both pleaded guilty at Plymouth Crown Court to six counts of fraud by false representation and has been jailed for a festival ticket fraud involving more than £100,000.

Prosecutor Andrew Maitland said the pair, who came from Tavistock but now lived in Grimsby, North East Lincolnshire, were involved in the "sophisticated" fraud between December 2012 and July 2013.

He said Charmaine had falsely claimed on a Facebook page she modelled for Nuts magazine and had access to promotional tickets. He said she had also claimed to earn £8,000 per month modelling for Dior and MAC cosmetics. He said:
"This was a carefully constructed fraud" and the former Face of Plymouth contestant "presented herself in this glamorous life".
Mr Maitland said records seized by detectives found there were "at least 311" people who paid up-front for a unique entrance wristband and confirmation slip.

Police Commissioner's Report Clears Chief Constable

Commissioner Alan Hardwick, Independent (Lincolnshire Force Area), has been forced to accept the conclusions of a report he himself commissioned into allegations made against Temporary Chief Constable, Neil Rhodes.

In another misstep for Commissioner Hardwick a report, by the widely respected Chief Constable of Manchester Police, Sir Peter Fahy, has declared that allegations against Chief Constable Rhodes as "unsubstantiated".

Chief Constable Rhodes was suspended over his involvement in a dispute where he was accused of helping a former employee at West Yorkshire Police pursue a claim of racial discrimination which he knew to be contrived.

The report concluded there was no evidence to suggest that Neil Rhodes acted improperly in his role as a Chief Police Officers Staff Association "friend" to the employee. In the report Sir Peter said he had 'complete confidence' Chief Constable Rhodes acted 'from the best of motives' to try and 'achieve a reasonable compromise' He added:
"The investigation team conclude that Mr Rhodes did not exceed the intended boundaries or scope of a CPOSA friend as he properly understood them."
The report accepted there might have been a conflict of interest in some areas but also suggested more clarity is needed nationally, on the role of CPOSA friends.

In response to the report, Mr Hardwick said:
"I had to take on a serious complaint that was made to me and the way I went around that, I believe, was the right way. I couldn't ignore it.
"I remain troubled by the nature of the allegation and that it has not been possible for the investigating officer to determine exactly what happened in a private conversation between two highly regarded and credible professionals."
Commissioner Hardwick said the suspension had never been a personal issue and a judicial review had cost him £37,500, alone - questions are still to be answered about the cost to taxpayers about this sorry affair. Back in March Mr. Justice Stuart-Smith ruled that the Commissioner's decision was 'irrational' and 'perverse', determining that the Chief Constable's suspension was therefore unlawful. The judicial intervention was sparked when the Independent Police Complaints Commission were approach by Commissioner Hardwick to investigate and they determined that there was insufficient evidence for them to conduct an investigation.

Following publication of Sir Peter's report, in a statement, Mr Rhodes said:
"I have sought over the last six months to maintain a dignified silence, safe in the knowledge that I knew there was never any substance in the spurious allegation.
"The past few months have been unusually challenging. Following the judicial review decision, the commissioner and I resolved that we must draw a line beneath this matter, for the good of Lincolnshire, and demonstrate we could work together productively and positively."
Commissioner Hardwick had been Lincolnshire's Police and Crime Commissioner for just three months when he took the decision to suspend Neil Rhodes. The matter has attracted critics at Westminster, with the Chairman of the Home Affairs Select Committee, Keith Vaz MP, describing the way the chief constable's suspension was handled as a 'sorry state of affairs'. There have also been calls for Commisioner Hardwick to resign, amongst these local West Lindsey District Councillor, Cllr. Giles McNeill, Conservative (Nettleham Ward), who said:
"Commissioner Hardwick has once again been found wanting. First we had the refusal of the Independent Police Complaints Commission to investigate the matter then the Judge's ruling and now the investigation that he set up himself has found that the allegations were unsubstantiated.
"It is hardly a surprise then that people are calling for the TV anchorman-come-Police Commissioner to resign. He has demonstrated again, clearly that he is not up to the job.
It is understood that Chief Constable Rhodes intends to apply for the post of permanent chief constable when it is advertised.

In Two Local By-Elections Only the Conservative Candidates Live in the Communities they will Represent

Local Team: Jackie Brockway and Giles McNeill are the
only candidates in the two by-elections to live in the area
they will represent.
Local residents are surprised to learn that only the Conservative Party is fielding local candidates in two contests called following the sad and untimely death of Cllr. Ray Sellars who represented the Nettleham and Saxilby Division of Lincolnshire County Council and Nettleham Ward on West Lindsey District Council.

For the county council seat, Jackie Brockway (Conservative), lives over the road from the doctors’ surgery in Saxilby. Of the other candidates in the county contest three are from the City of Lincoln, Richard Coupland (Labour) lives on the Ermine West Estate, Charles Shaw (Liberal Democrat) resides off Carholme Road and David Watson (Lincolnshire Independent) is based off Skellingthorpe Road. Howard Thompson (UK Independence Party) lives twenty-five miles away from the Conservative Candidate in Claxby, between Market Rasen and Caistor. Finally the furthest flung candidate, Elliott Fountain (English Democrat), is based forty miles away from County Hall in Boston.

However, it is not just in the county council seat contest where the Conservatives have fielded the only local candidate, in the contest for the district council seat too, for the Nettleham Ward, Giles McNeill (Conservative), went to primary school in the village, has grown up in Nettleham and lived in the village behind the Infants' School for more than two decades. Guy Grainger (Liberal Democrat) is from Market Rasen and Howard Thompson (UK Independence Party), previously mentioned, from even further away, will contest this seat as well.

The Liberal Democrats have a consistently highlighted the view that elected councillors should live in the local communities they seek to represent. In 2011 they made it clear that, because one of the four candidates lived in Market Rasen, voters should vote for local candidates:
"You can’t do better than to vote for two Councillors who have an excellent record of hard work for the village and who both actually live in Nettleham".
Now they have the audacity to put forward an individual who is from Market Rasen!

If a candidate from Market Rasen, in their view, by virtue of where they live, was not suitable last year, why would one be suitable now? It seems to be nothing short of hypocrisy.

One Nettleham villager commented:
"I can not believe that someone from outside the village would make a good representative for us. Especially if they live as far away as Market Rasen, or beyond."
There has also been concern that Mr. Grainger, a former Market Rasen Town Councillor, was censured in 2010 by the Standards Committee at West Lindsey District Council. The Decision Notice read that:
"[Mr. Grainger] failed to declare a personal and prejudicial interest when considering the Town Council’s response to the former Town Clerk’s claim to an Employment Tribunal… The sanction imposed for this breach is that Councillor Grainger be censured."
Hopefully the residents of Nettleham, Grange-de-Lings, Riseholme and Greetwell will vote wisely on Thursday, 6th September 2012.

Lib Dem Council Crisis Worsens

Regular readers of this blog will be aware of the problems facing Gainsborough Town Council, currently run by a Liberal Democrat administration.

A review of the council’s governance has cost £4,000 and with a string of resignations forcing by-elections, caused by the resignation of councillors who simply could not face the ‘maladministration’ and ‘embarrassing level of incompetence’, the council is in real trouble. Some have even been calling for the authority to be abolished or opt into special measures; with West Lindsey District Council taking over.

The crisis has got so bad that an urgent review of the authority’s finances has been undertaken by the finance team at West Lindsey District Council. So perilous is the position that it is understood they have only around £2,000 as a reserve.

Councillors met last week to approve an revised budget to make emergency cuts. Staff hours are being cut, community grants have been suspended and all areas of the council’s expenditure are being reviewed to see where money can be clawed back.

Financial Services Manager, Mr. Russell Stone, at West Lindsey District Council gave a presentation to Town Councillors on the current state of the books. He said it was not clear how much the council had overspent, but that the dwindling of reserve funds highlighted the seriousness of the situation, leaving less than £2,000 in contingency funds.
"The reserves the council has had have been depleted over the last four years or so through sustained overspending in that period to the tune of about £100,000."
The Gainsborough Standard reports that he told councillors that immediate action was needed to prevent the authority sliding into a fifth year of overspending.
"The council should be holding reserves of around £50,000. That is not the level we have at the moment… At the start of the year it was about £8,000… That raises concerns about what is going on around financial management."
Mr. Stone said weeks of work had already been done to present a balanced budget for the rest of the year and stressed that any excess spending would alter the current position, and there is no contingency.
"Any unplanned spends like creditors we are not aware of or elections occurring, these figures will change… As a council you budgeted for one election and we have had three already which has cost an additional £10,000."
A review will now look to remove non-essential council spending and find more ways of generating income. Staffing alone costs the Gainsborough Town Council around £300,000 a year – by far the largest area of spending in its budget.  A review of how the town’s cemeteries are run will also cut costs. Mr. Stone revealed the council had been spending twice as much on its two cemeteries as it generates in income from them. Amenities like Roses Sports Ground, Marshalls Sports Club and Richmond Park are also to be reviewed. Spending on grants, events, Christmas lights and the Town Centre Partnership might have to be reined in. Mr. Stone warned councillors that:
"There aren’t any quick fixes. You need to take action now… Hopefully in two or three year’s time we will be back on a sound footing."
Cllr. Paul Key, who chairs the Management and Finance Committee is reported to have said:
"It gets my goat when you read people on social networking sites pulling down the Lib Dem party, when it is not the Lib Dem party that was in control from 2008 – 2011."
Cllr. Key is correct, but the lamentable situation has been exacerbated by the Liberal Democrat administration that took control of the council in 2011. A reduction in the authority’s portion of the Council Tax – known as the precept – of 3.8%, was heralded at the time, by the Liberal Democrats as a proud achievement: The consequence is that the decision has destabilised the financial base of the authority.
Mrs. Pearl Banyard, who was the Mayor of Gainsborough during 2008/9, who resigned as a Councillor earlier in the year owing to ill-health, speaking to the Gainsborough Standard, said ‘everything was alright’ when she was Chairman the Finance Committee.
"The Lib Dems have had control of the budget for the last two years. They threw out the clerk’s budget in favour of their own."

'Nun' Convicted of Sending Hoax Anthrax to Local MP

A 'Roman Catholic nun' has been convicted of sending hoax anthrax packages to senior politicians including Edward Leigh, Member of Parliament for the Gainsborough Constituency, and the Deputy Prime Minister Nick Clegg.

Sister Ruth Augustus, was convicted of sending hoax anthrax packages to senior politicians yesterday. Sister Ruth posted six envelopes containing white powder to the high profile figures. Targets included were former Attorney General Baroness Scotland and human rights lawyer Baroness Kennedy.

An envelope intercepted at a mail screening centre was addressed to Mr. Clegg and on the envelope was written 'devil worshipping', 'freemason', 'sex with 30 plus women' and 'your poor Catholic wife and children'. Another was to Baroness Scotland, and had a swastika on it and two crosses, and 'stop this evil devil worshipping'. One to Baroness Kennedy said 'stop these evil devil worshipping freemasons'.

An analysis of the contents of the packages revealed the substance to be non-hazardous.

According to The Independent Harrow Crown Court heard that when Sr. Augustus, of Stratford, east London, who denied the charges, was arrested she told police:
"I look like a terrorist, don't I, working for a charity all over the world, with orphans?"
A jury took less than two-and-a-half hours to find her guilty by a majority verdict of 11 to one on all counts following a three-day trial.

Mr. Justice Saunders deferred the case until September for a hearing at the Old Bailey while a medical report is prepared on Sr. Augustus' mental health.  She was released on bail on condition that she does not make contact any MP or senior Government official.

Following her conviction, Augustus turned to the public gallery as she left the courtroom and said she would be appealing against the verdict.

Gainsborough Deputy Mayor Fined by Magistrates

Town Councillor David Manning, Liberal Democrat (South West ward), was ordered to pay a £400 fine, £15 victim surcharge and £43 court costs by Lincoln Magistrates’ Court. He also took 6 points on his licence. The offence was ‘failing to identify the driver of a vehicle’.

The court dealt with the matter in Cllr. Manning’s absence. The fine has attracted criticism from some in the town, and calls for Cllr. Manning to explain himself, reports the Gainsborough Standard.

Former Liberal Democrat Town Councillor Robin Perry, who now sits as an Independent, has complained to West Lindsey District Council, claiming that Cllr. Manning’s behaviour had brought his position and the council into disrepute.

In a letter seen by the paper, Cllr. Perry said:
"I believe he has broken the Councillor’s Code of Conduct."
Cllr. Perry suggests he had also broken four of the ten general principles which councillors should abide by - honesty and integrity, openness, a duty to uphold the law, and leadership.

Cllr. Manning, is reported to have said:
"The fine was in relation to a vehicle I used to own, which was caught speeding after I had sold it."
"I was summoned to court for the speeding offence, but I replied saying I did not know who the driver was, as I had sold the car."
Cllr. Manning is a retired car salesman and stated he had filled in all the relevant paperwork for the Driver Vehicle Licencing Authority (DVLA) required to transfer registration of the car.
"I know what I am doing and I’m always meticulous with my record keeping so I don’t know what has gone wrong."
"If I had been driving the vehicle and been speeding I would have got three points. But as it is I’ve been given six."
Commenting on the complaint that had been made against his conduct, Cllr. Manning said:
"It has been blown out of all proportion."
A spokesman for West Lindsey District Council stated it could not comment on individual cases, but that it would continue its support to ensure Gainsborough Town Council remained a 'healthy, fair and democratic local authority'.

Veteran Hits Out At Being Duped by Labour's Ed Miliband

Mr. Mike Williams, Hon. Secretary of the Lincoln Branch of the Royal Naval Association, has hit out at Leader of the Labour Party, Ed Miliband MP, following an event held in Lincoln last Friday.

Writing for The Lincolnite Mr. Williams voices his concerns about how what had been billed as a 'Veterans' Forum' was distorted into a platform for the Labour Leader to 'grace his followers with the usual platitudes'. Mr. Williams writes:
"I for one, and I’m sure I’m not alone amongst the Veterans, felt this had been shanghaied and we had been duped into providing a platform for an MP to grace his followers with the usual platitudes.
"When the subject of this event taking place came up, I voiced my objections but was assured by Labour PPC Lucy Rigby that it would absolutely not be a political production. Well, I guess you can say that at my age, 56, I should never be taken in by the words of a politician.
"By the time I managed to voice my question, almost an hour had passed and – with the exception of the question immediately preceding mine (not shown but referred to in the clip) – this was the first time the subject of the Armed Forces or Veterans welfare had been raised.
"On declaring who I was, Mr Miliband thanked me for allowing him the use of the RNA Club for this gathering. I replied that if it had been up to me he, or any other politician, would not have been allowed anywhere near the premises."
Mr. Williams concludes:
"I will get absolutely slated by my Branch for this letter, but I couldn’t let go of the fact that a gathering intended to address Veteran’s concerns turned out to be nothing more than a Labour Party political broadcast."
Mr. Miliband was ordered by the Speaker of the House of Commons to apologise to Lincoln MP, Karl McCartney, for not meeting parliamentary protocol and informing him of his visit in advance.

EXCLUSIVE: Labour Leader to Visit Lincoln

Leader of the Labour Party, Ed Miliband MP, will be visiting Lincoln tomorrow.

Complete details have been a closely guarded secret of the local Labour Party's team.  However, the Labour leader is expected to visit the Royal Naval Club on Coulson Road, off the High Street, in Lincoln tomorrow morning.

Cllr. Ms Karen Lee, Labour (Carholme Ward), the Mayor of Lincoln, is expected to meet her party's leader, but has caused some controversy by seeking to wear the chains of office as she meets the Leader of the Opposition.  Traditionally the role is seen as non-political, so the wearing of chains at a political event sets an unsettling precedent.  It is also a surprise that the Mayor has found time for the meeting when it is understood that she has turned down the opportunity of attending an awards ceremony for St John's Ambulance at the Lincolnshire Showground, believed to be on grounds that she was unwilling to get time off work.

Cllr. Ms Lee courted controversy last summer when she wanted to break with the eight hundred year-old tradition of the Mayor of Lincoln being styled as 'Mr. Mayor', when her term started earlier this year. She has also been criticised for not attending events for which she is booked. She left guests shocked by sending the Deputy Mayor to cover for her at the opening of the Doubletree by Hilton on the Brayford.

It is expected that the Lincoln Labour Party will use Ed Miliband's visit to announce their candidate for the Lincoln East Division By-Election expected in July or early August.

UPDATE:

The Labour Leader also caused controversy and has been forced to apologise to Karl McCartney MP for not informing him of his intention to visit the constituency. Mr. McCartney says his office has received an apology from Mr. Miliband after he failed to inform the Lincoln Parliamentarian of his intentions. Mr. McCartney said:
"The Speaker has reiterated the long-standing convention and practice that MPs should let the residing MP know that they are visiting their constituency."
"Unfortunately, Mr Miliband did not inform me. I have now received an apology by email."

Liberal Democrat Guilty of Fondling Breasts

Adrian Heath (left) with Cllr. Reg Shore (Right) at the
opening of a new Dentists' Surgery in West Lindsey

Update to 'Liberal Democrat Dentist Cleared of Five Sexual Assault Charges', 'Lib Dem Dentist Denies Sexual Assault Charges As 'Bizarre' and 'Ridiculous'', 'Former Local Lib Dem Councillor 'Groped Breasts of Four Patients' Court Told', 'Dentist Facing Fresh Sexual Assault Charges In Court' and 'Three Charges of Sexual Assault Denied by Lib Dem'.

Dentist, Adrian Heath, has been kicked out of the profession by the General Dental Council following a week-long hearing in central London.

Mr. Heath, who was once a senior member of the Gainsborough Liberal Democrats, who won a by-election in March 2003 and joined colleagues on West Lindsey District Council, representing the Cherry Willingham Ward and was seen, by some, as a potential rival to Cllr. Reg Shore, and who was their Parliamentary candidate in the 2005 General Election, has been found guilty of having fondled the breasts of two patients.

Mr. Heath, who is now resident in Aspley, Nottinghamshire was cleared of sexual assault at a criminal trial in 2010, but a professional misconduct hearing decided the allegations were true after ruling his evidence ‘lacked credibility’.

Former Council Leader Receives An Apology & A Substantial Sum in Damages

Above: Mr. Theobald in the Council Chamber when he was
Leader of West Lindsey District Council
The Lincolnshire Echo has today published an apology to Mr. Bernard Theobald, the one-time Leader of West Lindsey District Council, for linking information about the council's operations, a planning application by Mr. Theobald and the dismissal of a member of the planning department. The paper summerised there apology saying:
"We apologise unreservedly to Mr Theobald for any distress or embarrassment caused by this error."
Although the periodical spent, however, the preceding seven paragraphs quantifying their apology and blaming a press release from the Council; apparently the connection between 'potential fraud and mismanagement' and Mr. Theobald's planning application was made, relying on a press release from West Lindsey District Council dated 24th September 2009.

Mr. Theobald, who was singer Barbara Dickson's manager before entering politics, brought proceedings in the High Court, in London. The former Leader of West Lindsey District Council and Chairman of the Planning Committee, was caused serious distress and embarrassment by the stories, said his counsel, Mr. Ronald Thwaites QC. The first article appeared in December 2009 and alleged there were good and solid reasonable grounds to suspect Mr. Theobald had committed fraud in relation to the application, which he had made the previous June. Three days later, the allegation was repeated and it was also claimed that Mr. Theobald had lied in denying the newspaper's claim that his planning application had resulted in a council officer's suspension and investigation by the Audit Commission. A third article appeared in January 2010.

Mr. Thwaites said:
"There was nothing to justify the allegations as published. The allegations made against Mr Theobald were completely false and should never have been published."
On behalf of the publisher, Mr. Manuel Barca QC, said it apologised 'fully and unreservedly' for the publication of the false allegations. It is understood that they have agreed to pay Mr. Theobald a substantial, yet undisclosed, sum in compensation and his legal costs.

Former Scunthorpe MP & Labour Minister Convicted

Former Labour Minister and Member of Parliament for Scunthorpe, Mr. Elliot Morley (previous post here), has been jailed for sixteen months as part of the on-going fall-out of the Parliamentary Expenses Scandal.

Mr. Morley pocketed more than £30,000 from bogus expenses claims. The former Environment Minister cheated the House of Commons' second home allowances system by lying about the amount he was paying on his mortgage. He submitted nineteen claim forms stating he was liable for £800 a month mortgage interest repayments on his constituency home in Winterton, near Scunthorpe, when the total he repaid was just £666.

The former Labour parliamentarian for Scunthorpe made a further twenty-one claims on the same property between March 2006 and November 2007, when the whole of the mortgage had been completely been paid off.

Mr. Justice Saunders told him it was a case of 'blatant dishonesty'. Morley, who illegally claimed a total of £31,333, admitted two counts of false accounting. Mr. James Sturman, QC, defending, said his client had been wrongly characterised as greedy, and praised his record as environment minister, describing his fall as 'tragic'.

Fight Continues To Reclaim Cash Lost By Local Lib Dems

This week the fight continues in Iceland where a high court is in session determining the status of West Lindsey District Council’s claim to money that was invested in the failed Landisbanki - under the council's Treasury Management Strategy wrongly locked in place by the controlling Liberal Democrats at the time.

Leader of West Lindsey District
Council Cllr. Burt Keimach.
Currently the Local Government Association are fighting to keep the Priority Claim status for councils across the country, which is why this case in Iceland is so important to the residents and the taxpayers of the district. Failure to secure such status could lead to less of the public's money being returned. A separate amount, similarly lost, is still held in Glitnir, with a court case expected in mid-March.

Conservatives have been fighting hard to get back the money for local people and Conservative Leader of West Lindsey District Council, Cllr. Burt Keimach, Conservative (Market Rasen Ward), expects the majority of the Icelandic money to be returned, which will ease the pressures on the 2011/12 budget for the council. Speaking exclusively to this blog, he said:
"We have clawed back £1,010,000 already and expect another tranche later this year in June. I think we can realistically expect that we will recover 90% of the money."

Liberal Democrat MP Questioned By Police

Mike Hancock MP
Mike Hancock MP, Liberal Democrat (Portsmouth South), has been 'arrested' over claims he indecently assaulted a single mother who went to him for help, Guido Falkes reports on his blog today, he has been released on police bail.

Mr. Hancock says:
"I can confirm that I was questioned on Tuesday, 12th October by officers of the Hampshire Police in relation to allegations made against me by one individual. I attended the police station voluntarily, cooperated fully and answered all questions that were asked.

"Normal processes now have to be followed by the police, which I entirely understand.

"In the circumstances, and in accordance with legal advice, it would be inappropriate for me to make any further comment on this subject as to do so could prejudice due process.

"I hope that everyone will understand my position, respect my privacy and that of my family and will demonstrate the same respect for the legal process.
"I intend to carry on normally with my work as a Portsmouth member of Parliament and councillor, both in Hampshire and in Westminster, and to represent fully all my constituents as I have always done."
The police intervention came as Mr. John Lyon, the Parliamentary Standards Commissioner, was also reported to have been handed a complaint concerning the parliamentarian's behaviour. Conservatives on the Portsmouth City Council, on which Mr. Hancock serves as a councillor, have called for him to be suspended while the investigation is carried out.

Mr. Hancock has previously denied any wrongdoing and claimed he had merely offered 'help and support' to the 36-year-old woman.  It has previously been reported that he forcibly kissed the single mother as well as sending her late night text messages and lavishing gifts on her.

Mr. Hancock, who married wife Jacqueline forty-three years ago and has two children, was allegedly reported to police by a family support worker for the woman, who is understood to suffer from borderline personality disorder.

Conservatives Cleared Over 'Inappropriate Behaviour' Allegations

Two members of West Lindsey District Council who faced allegations of inappropriate behaviour have been cleared following the investigation undertaken by Standards for England.

Standards for England have revealed that Mr. Adam Duguid, formerly Leader of the Council, and Cllr. Malcolm Parish, Conservative (Welton Ward) did not breach the code of conduct when they met a suspended council officer last year.

The two men were accused of bringing West Lindsey District Council into disrepute after they were present at a meeting with a suspended council worker in September 2009. However, Standards for England has concluded neither man discussed a disciplinary hearing that was ongoing at the time.

Cllr. Parish was said to have acted out of 'genuine concern for the officer's wellbeing' whilst Mr. Duguid's behaviour was described as 'not likely to compromise the impartiality' of the council's investigation.

Mr. Duguid, who lost his Market Rasen seat at the local elections in May, told the Echo:
"I think they did a very fair investigation. There were plenty of opportunities to raise points. My only criticism was it took rather a long time to be sorted."
Bernard Theobald addresses
the council lst year.
Meanwhile an announcement made by Eric Pickles MP, Secretary of State for Communities and Local Government, means that local residents may never know the outcome of a report by the Audit Commission - which is pending publication in to matters related to governance at the authority - after the body was announced that it is to be scraped with the loss of 2,000 civil service posts as part of government cuts. Doubtlessly Mr. Bernard Theobald, Mr. Duguid's predecessor as Leader of the Council, who also lost his seat in recent elections, is probably delighted at that news.

Liberal Democrat Dentist Cleared of Five Sexual Assualt Charges

Update to 'Lib Dem Dentist Denies Sexual Assault Charges As 'Bizarre' and 'Ridiculous'', 'Former Local Lib Dem Councillor 'Groped Breasts of Four Patients' Court Told', 'Dentist Facing Fresh Sexual Assault Charges In Court' and 'Three Charges of Sexual Assault Denied by Lib Dem'.

Dr. Adrian Heath, who failed to get elected as a Liberal Democrat Member of Parliament at the last General Election, was accused of 'weighing' the breasts of one of his victims before he 'tweaked' her nipple.

Right: Dr. Adrian Heath outside Nottingham Crown Court.

Dr. Heath, of Rosebury Avenue, Lincoln, was cleared by a jury at Nottingham Crown Court of five counts of sexual assault.

It was alleged he assaulted four different women between November 2007 and August 2008. After leaving the dock, Dr. Heath fell into the arms of his wife, Cllr. Mrs. Helen Heath, Liberal Democrat (Carholme Ward) and burst into a flood of tears.

During the eight-day trial, he described the allegation he groped one his patients at the Genesis Dental Care practice in Gainsborough, as 'bizarre' and 'ridiculous'.

Left: Dr. Adrian Heath with Prospective Parliamentary Candidate Cllr. Pat O'Connor, Liberal Democrat (Gainsborough North Ward & Gainsborough Trent Division).

Dr Heath denied ever touching the woman inappropriately. He said he was checking her glands around her mouth for signs of infection after she complained of an abscess.

He told the court:
"I unequivocally deny that I sexually touched her. I completely reject these accusations. I think they are bizarre. It's ridiculous."
Dr. Heath, formally a Liberal Democrat West Lindsey District Councillor for the Cherry Willingham Ward, who lost out to the Edward Leigh MP, Conservative (Gainsborough) in the 2005 General Election, left the court without making any comment.

Lib Dem Dentist Denies Sex Assualt Charges As 'Bizarre' and 'Ridiculous'

Update to 'Former Local Lib Dem Councillor 'Groped Breasts of Four Patients' Court Told', 'Dentist Facing Fresh Sexual Assault Charges In Court' and 'Three Charges of Sexual Assault Denied by Lib Dem'.

A Lincolnshire dentist and former Liberal Democrat parliamentary candidate has described allegations that he groped one his patients as 'bizarre' and 'ridiculous'.

Dr. Adrian Heath, formerly a Liberal Democrat District Councillor at West Lindsey for the Cherry Willingham Ward, who failed to get elected as a Liberal Democrat Member of Parliament in 2005, is accused of 'weighing' the woman's breasts in his hands before 'tweaking' one of her nipples.

The alledged assault happened as Dr. Heath checked the patient's glands at the Genesis Dental Care practice in Gainsborough, after she complained of an abscess in her mouth, a jury has heard.

The first assault took place in front of one of the woman's friends and a dental nurse in August 2008, Nottingham Crown Court heard. The jury was told he then asked the woman's friend to leave the room while he carried out an X-ray.

Dr. Heath then allegedly assaulted the woman for a second time, removing her left breast and then right breast from her bra and 'weighing' them in his hands before 'tweaking' one of her nipples. The court heard that when the 44-year-old asked his victim to undo her trousers she refused, saying that she had been 'embarrassed enough'.

Dr. Heath denies the charge, saying he never touched the woman below the bottom of her neck. He said the woman also complained of pain down her left side and she pointed to near her armpit.

Questioned by Mr. Julian Woodbridge, defending, he said:
"I unequivocally deny that I sexually touched her. I completely reject these accusations. I think they are bizarre. It's ridiculous."
Dr. Heath, who lost out to Edward Leigh MP, Conservative (Gainsborough), in the 2005 General Election, was arrested by police at his surgery the day after the alleged assault.

Earlier in the trial the victim's friend told the court she witnessed the first assault. She said:
"He felt her mouth, then her neck and then the left side of her breast."
Dr. Heath, who is also accused of assaulting three other women, denies five counts of sexual assault between November 2007 and August 2008. The dentist, of Rosebery Avenue, Lincoln, whose wife, Cllr. Mrs. Helen Heath, Liberal Democrat (Carholme Ward) is a City of Lincoln Council member, is currently on bail. The case continues.

Lib Dems Show No Respect For Duty or Local Residents

Last year, one of West Lindsey's district councillors, Cllr. Peter Heath, Liberal Democrat (Scampton Ward), resigned.

He resigned in such away that it guaranteed that local residents would have no representation at West Lindsey for half of the year.

Stepping down on Thursday, 5th November 2009, meant that it was too close to the local government elections, scheduled for Thursday, 6th May 2010, so a by-election would not be held. So the residents of Aisthorpe, Brattleby, Cammeringham, Fillingham, Glentworth, Ingham, Scampton and Thorpe-In-The-Fallows have been left without a Councillor for six months.

Local residents have been rightly annoyed. Those applying for Planning Permission, for example, who would normally turn to their district councillor, if they had questions or issues that needed resolving, have had to struggle on.

Residents across the district are dismayed at the disrespectful way that Liberal Democrats treat their offices and duty to local people.

One Liberal Democrat District Councillor is known to be on a four month cruise, and has been holidaying since January, although council workers have been embargoed from discussing the matter publicly.

Former Local Lib Dem Councillor 'Groped Breasts of Four Patients' Court Told

Update to 'Dentist Facing Fresh Sexual Assault Charges In Court' and 'Three Charges of Sexual Assault Denied by Lib Dem'.

A dentist who once ran for Parliament groped four female patients after claiming he was worried that their glands were swollen, a court heard yesterday, reports The Express and Daily Telegraph.

Dr. Adrian Heath, who was the Liberal Democrats candidate for the Gainsborough Constituency in the 2005 General Election, allegedly touched women while they were in his dentist's chair in a way that had 'no clinical justification'.

It is claimed he asked one to undo her trousers after 'tweaking' her nipples and told another he was worried her inflamed glands could 'lead to other things' as he cupped her breasts in his hands, it was said.

Dr. Heath is on trial at Nottingham Crown Court accused of sexually assaulting four female patients

Dr. Heath, who is married to a member of Lincoln City Council, Cllr. Mrs. Helen Heath, Liberal Democrat (Carholme Ward), claimed he was concerned about the women's health, but a jury at Nottingham Crown Court heard the examinations were not justified. Mr. Jonathan Straw, prosecuting, said one alleged offence took place in August 2008 when a middle-aged woman was treated for a mouth abscess.

Mr. Straw told the court that Dr. Heath was alone with the woman at the Genesis Dental Care NHS practice in Gainsborough, Lincolnshire, after asking his nurse to develop an X-ray in another room. He said:
"He went to stand by the woman to examine her glands because her jaw was swollen because of the abscess.

"He moved his hand down to her shoulders and explained that glands run right through the body and the abscess might have affected the rest of her glands.

"He asked if he could examine and touch her breasts. She believed it was part of a legitimate examination.

"He probed around the top of her breasts with his fingers and lifted one breast out of her bra and said: "It's swollen, I'll have to examine the other.
"He then tweaked one of the woman's nipples and asked if it hurt
At this point he replaced the breast in the bra and then asked if she would undo her trousers.

"She replied: "No, I'm sorry, you're embarrassing me now"."
When the nurse returned with the X-ray Dr. Heath asked her to stay out of the room, the court heard.

Later when the nurse challenged him about it he allegedly told her he had spotted signs of a sexually transmitted disease in the woman's mouth and needed to speak to her alone as it was a sensitive issue.

The traumatised patient left the surgery and later discussed the examination with a friend and her husband.

Both agreed it was not normal and she contacted her doctor's nurse, who advised her to go to the police.

A second patient went to Dr. Heath with an infected wisdom tooth. As she sat in the chair he told her:
"Your glands are up. That's dangerous and can lead to other things,"
before carrying out an examination of her breasts, it was claimed.

Mr. Straw told the jury the woman was already 'distraught' because a close relative had recently died of breast cancer.

The dentist, who began working at the practice in April 2008, went on trial over the same offences in September last year.

That trial was abandoned when police were contacted by a woman who had read about the case and claimed she had been sexually assaulted twice in the same way in November 2007, while Heath was working at another surgery - the Oasis Dental Practice in Lincoln.

Dr. Heath, from Lincoln, denies five counts of sexual assault between November 2007 and August 2008. He is alleged to have assaulted three women at the Gainsborough practice and one woman on two occasions at the Lincoln practice.

When arrested, he told police he had treated the women 'in an appropriate clinical way'. Dr. Heath, is a former member of West Lindsey District Council Liberal Democrat Group and stood down at the May 2008 Local Elections.

The case continues.

Liberal Democrat-Run Oldham Council Spends £3,000 To Visit Luxury Hotel To Discuss Cost Cutting

There is a report in the Daily Telegraph about Liberal Democrat-run Oldham Council spending £3,000 on a jaunt for twenty officers and councillors to discuss cost cutting. It took place at a four star Marriott Park Hotel and Country Club. This is despite the Council's own Town Hall meeting rooms having been recently upgraded at a cost of £500,000.
A Council spokesman says:

"The practice of holding away day events is common among many other local authorities."
That may be true, but that doesn't make it right. Hopefully it may become less common under a Conservative Government that has pledged to ensure greater transparency along the lines outlined in David Cameron's speech yesterday. If councillors knew they faced being exposed and voted out when indulging in such extravagance they might decide that the boring old Town Hall meeting rooms might be good enough after all.

Oldham Council charges £1,514.07 for the average Band D property in Council Tax.

This year the Council Tax is going up by a further 1.9%, an increase backed by Labour, and opposed by the Conservatives; whose Group Leader Cllr. Jack Hulme, Conservative (Chadderton North), accuses them of 'reckless spending.'

Among the questional spending at the council is the new Chadderton Wellbeing Centre which has just opened. The building was budgeted to cost the Council £100,000 a year - but will actually cost £811,000. Whoops!

'Outrageously Rude' Liberal Democrat Resigns

Update to ''Outrageously Rude' Liberal Democrat Condemned'.

A Liberal Democrat parliamentary candidate has been forced to resign after pressure from a Conservative opponent over sexually gratuitous smears.

Last week the activities of Mr. Greg Stone, the Liberal Democrat candidate for Newcastle-upon-Tyne East, were highlighted by Jonathan Isaby on ConservativeHome. He had been using a pseudonym to post extremely personal attacks on Conservative and Labour MPs on the Guido Fawkes blog and his suitability to remain as a parliamentary candidate was raised by his Conservative opponent, Mr. Dominic Llewellyn who commented on his blog here.

Yesterday, Mr. Stone finally realised that his position was untenable and resigned.
